About Echo West Texas
When someone is facing homelessness, finding the right help should not depend on navigating a maze alone. Echo West Texas helps Lubbock providers share information, coordinate resources, and connect people with housing and support services through Coordinated Entry and a shared community database. As the Lead Agency for the Lubbock Continuum of Care, it strengthens the local response so agencies can plan together and serve people more effectively.
Echo West Texas serves as the Lead Agency for Lubbock’s independent Continuum of Care, which includes more than 100 local agencies and individuals. Its work focuses on the connective tissue of homelessness response, from matching people with services to supporting providers with shared data, funding coordination, outreach, and system planning.

Homeless Management Information System
A shared community database that collects client-level information on housing and supportive services, supports real-time collaboration, and helps match individuals and families with appropriate services and resources.
Coordinated Entry
A standardized, community-wide intake and assessment process that connects people experiencing homelessness with housing and support services based on their needs, vulnerability, and available resources.
Continuum of Care coordination
ECHO West Texas serves as the Lead Agency for the Lubbock Continuum of Care, coordinating planning, operations, reporting, funding applications, and the local Homeless Response System.
Collaborative Grant Application
An annual HUD Continuum of Care funding competition that supports multiple agencies working together within a coordinated system.
Coordinated Care Project
A collaborative investment project focused on building rehabilitation and infrastructure improvements at four local agency hubs to enhance service delivery and coordination.
commUNITY day
A monthly outreach and resource event connecting individuals and families experiencing or at risk of homelessness with medical and mental health care, housing and education resources, food, documents, hygiene supplies, clothing, personal care, and referrals.
Housing the Hub Campaign
An annual September through October campaign supporting client navigation, housing connections, essential services, community case management, system coordination, data infrastructure, and provider capacity building.

How someone in need can access Echo West Texas’s services.
People experiencing or at risk of homelessness in Lubbock can visit a designated Coordinated Care site, where trained staff listen to their needs and connect them with housing, healthcare, food assistance, prevention and diversion services, and other resources. People experiencing homelessness may receive a formal housing assessment that can place them on the community housing priority list. The monthly commUNITY day event also provides on-site services and referrals.
